11. Street Lighting Workshop in Seoul  Seoul, R.O.Korea 29-30 June
Street lighting is often regarded as a public good, as it is a crucial element of urban infrastructure. It is an important public service that local authorities need to provide for ensuring adequate lighting on roads, which leads to enhanced safety and security in the city, apart from improving visibility during evenings and night. The use of energy efficient lamps has great potential to save costs due to reduction in electricity consumption. With new energy efficient lighting technologies, such as LEDs (light-emitting diodes), streetlights represent one of the most cost-effective opportunities for energy savings and for reducing municipalities’ energy costs and greenhouse gas (GHG) emissions.

Update: KLRTC 28 – Increasing Corporate Profitability and Sustainability Through Safety & 3Rs Program

December 5-6, 2013, Kuala Lumpur Regional Training Center, Malaysia

The roadmap towards achieving resource use efficiency, environmental integrity and commercial profitability can be captured by the Reduce, Reuse, and Recycle philosophy. By drawing environmental health experts, public health and safety officers and waste management professionals from the public and private sector, this workshop explained how this mantra can render the contemporary cityscape (high rise buildings, hotels, hospitals and commercial complexes) green, safe and profitable. Technical sessions introduced environmental managers and procurement officers from Vietnam, Sri Lanka and Bangladesh to different methods of waste abatement, techniques for calculating the commercial value of waste and the regulatory codes essential for creating safe and green buildings.

Recap: KLRTC 26 International Conference on Green Purchasing

18-21 September 2013, Kuala Lumpur, Malaysia

The fourth International Conference on Green Purchasing convened over 300 policy makers, procurement officers, government officials, private enterprises and researchers to discuss the requisite conditions for successful green purchasing. The opening day offered governments with advanced green procurement practices (including Japan, China and Korea), United Nations agencies, plus commercial businesses and retail companies from Malaysia the opportunity to showcase their green procurement success stories and discuss means of propelling new sustainable procurement techniques. Expert panels drawing on public and private procurement professionals and green technology providers discussed ways of integrating green productivity best practices into government departments and across the primary, secondary and tertiary sectors.

The second day complemented these more policy-based dialogues with a program of technical presentations from environmental agencies, sustainability specialists and technology service firms on eco-design, eco-labeling and resource productivity. A panel involving a spectrum of International Green Purchasing Network members, technical cooperation agencies and city associations discussed the potential of efficient spending and investments to kick-start emergent markets in green technology, green productivity and eco-friendly produce.

Green procurement and safety experts convene for the 4th International Conference on Green Purchasing.

With reference to a number of Malaysian case studies, the third day drew on local emergency services and relevant line ministries to explain the fundamentals of emergency plans and fire safety strategies in shopping complexes and high-rise buildings. Continuing this commercial perspective, waste management experts then illustrated the role of recycling as a mechanism for maximizing resource use efficiency, productivity and profitability.  The closing panel discussion drew on representatives from CITYNET, ICLEI and UCLG ASPAC to discuss the enabling role of city-to-city and business-to-city cooperation in creating safe and green cities.

The conference concluded with a half-day seminar on garbage separation and recycling by the Thai waste management company Wongpanit. CEO Dr. Somathai Wongcharoen illustrated the financial and environmental virtues of the reduce, reuse, recycle philosophy and, through live demonstrations, illustrated Wongpanit’s collection, separation and value addition methodology – a practice now franchised to over 400 branches across Thailand, Laos, China, Malaysia and India.

CITYNET, the Green Purchasing Network Malaysia and Kuala Lumpur City Hall will continue the momentum garnered by this International Conference by holding a two day seminar on “Increasing Corporate Profitability and Sustainability through Safety and the 3Rs” at the Kuala Lumpur Regional Training Center from December 5-6 2013.

Training Programs

CITYNET has historically offered a variety of training programs through partner and member organizations. Our training programs change year by year, depending on the needs and requests of our member cities and organizations.

PrintKuala Lumpur Regional Training Centre
The Kuala Lumpur Regional Training Centre (KLRTC), also known as CIFAL KL, is a joint initiative between UNITAR, UNDP, CITYNET, Veolia Environment and the City of Kuala Lumpur. Established in 2003 to promote the exchange of expertise in urban planning and environmental management, KLRTC helps city managers and practitioners across Asia and the Pacific address urban challenges through problem and case-based learning. Specializing in themes such as Integrated Urban Planning, Urban Infrastructure Financing and Sustainable Mobility, KLRTC programs facilitate the transfer of knowledge from one city to another, heighten the capacity of city officials to sustainably manage the urbanization process and support post workshop action planning.

With a minimum of three CITYNET-organized training programs per year, KLRTC is becoming an integral tool for urban stakeholders across the Asia-Pacific.

CITYNET/Yokohama Waterworks Training Program
Yokohama Waterworks Bureau (YWWB) and CITYNET work together for the annual CITYNET/Yokohama Waterworks Training Programmes, which invites water management participants from cities throughout Asia and Africa to learn from Yokohama’s expertise in this area for a period of two weeks in Yokohama. Participants attend daily workshops and seminars, visit facilities, and finally present action plans before heading back to their respective cities. In conjunction with CITYNET and Japanese International Cooperation Agency (JICA), the Post-AWAREE program integrated Environmental Education (EE) with water management improvement. Participating cities from Dhaka, Da Nang, Colombo, and Makati learned various methods and approaches, including rain/sky water harvesting, community-based management, techniques on EE, volunteerism on watershed, climate change mitigation and adaptation, and public/private possibilities. All graduated participants received the Certificate of Completion.

KLRTC 27: Integrated Urban Planning in the Asia Pacific Region and World Conference on Sustainable Cities

23-26 September 2013, Kuala Lumpur, Malaysia (KLRTC and Mandarin Oriental Hotel, Kuala Lumpur)

cifal_Kuala LumpurOne of the Kuala Lumpur Regional Training Centre’s most popular programs, the 2013 “Integrated Urban Planning in the Asia Pacific Region” workshop will take place in Kuala Lumpur from September 23rd to 26th. Throughout the workshop, there will be discussions, presentations and interactive sessions on urbanization as it impacts on housing, energy, water, waste management and informal markets. Participants will deliver presentations on their city’s biggest urban planning challenges and will develop action plans based on their learnings to implement upon their return.

In addition to leading urban planning experts, trainers from UN-Habitat will provide an in-depth introduction of their new guide, Urban Planning for City Leaders, which is sponsored by Siemens and aimed at providing local leaders and decision makers with the tools to support urban planning good practice.

Timed to coincide with the 5th International Conference on World Class Sustainable Cities 2013 themed “Liveable Cities are Creative and Competitive Cities” at the Mandarin Oriental Hotel, Kuala Lumpur, CITYNET will be organizing a succeeding training course for planning practitioners from across Asia and the Pacific. The sessions will use problem-based learning methods and real life case studies to skill city managers in infrastructure provision, the pursuit of sustainable development and means of addressing informality.

In addition to leading urban planning experts, trainers from UN-Habitat will provide an in-depth introduction of their new guide, Urban Planning for City Leaders, which is sponsored by Siemens and aimed at providing local leaders and decision makers with the tools to support urban planning good practice.

KLRTC 24: Sustainable Urban Transport

Promoting sustainable transport systems has been a major challenge for local governments in many cities in Asia and the Pacific region due to various reasons, including lack of political will and vision as well as coordination of a wide range of interest groups and sufficient technical and personal capacity to design and implement policies. Often, transport issues are tackled as one single sector and not as a part of an entire urban planning issue.

The Sustainable Transportation Systems Training Course is held regularly under the framework of the Kuala Lumpur Regional Training Centre (KLRTC) or CIFAL Kuala Lumpur. The Training provides excellent examples how local governments have effectively developed and promoted public transport operations and management. It also emphasies on how integration into a broader framework of city planning is essential in order for a sustainable system to operate.

KLRTC XXIV on Sustainable Transportation Systems aims to share the lessons learnt on meeting transport challenges through best and failure practices applied in this region, focusing on the theme of Urban Transportation Planning in Asia. The Training will also be the platform for local governments to network and develop the city-to-city cooperation and partner with private sectors to put the lessons learnt into practice. This training will show why widening of roads, building railroads or investing in new transit systems alone will not solve the current issues.

Local government officials and partners are invited to participate in the KLRTC XXIV on Sustainable Transportation Systems to be held in Kuala Lumpur, Malaysia from May 22-24, 2012. The Training will include lectures/presentations from experts, field trips, and working group discussions.

ORGANISERS and PARTICIPANTS
The Training is organised by the KLRTC Team of Kuala Lumpur City Hall, UNITAR, GIZ, CITYNET, Veolia Environnement. Targeted participants are local government officials responsible for transport and planning, and representatives from training and research institutions.

PROGRAMME
The programme is divided into seven topics:
Topic A: Understanding Challenges of Sustainable Transport in Asia
Topic B: Policy Planning in Public/ Private Transport
Topic C: Challenges in Financing Sustainable Urban Transport
Topic D: Co-Benefit for Transport and Environment
Topic E: Kuala Lumpur and Klang Valley Site Visits
Topic F: Sustaining High Quality Public Transport Systems with Private Sectors
Topic G: Action Plans and its Implementation

VENUE
The Training Course will be held at the Kuala Lumpur Training Institute.
