The CityNet Secretariat is pleased to announce the appointment of Mr. Jae-bok Chang as its new Chief Executive Officer. With a distinguished career spanning over three decades in diplomacy and international relations, CEO Chang brings invaluable expertise in global cooperation and institutional leadership. CEO Chang’s journey to CityNet is marked by diplomatic service at the highest levels. Throughout his distinguished career, he has held key positions in the Ministry of Foreign Affairs of the Republic of Korea, contributing significantly to international relations. Most recently, he served as the Ambassador of the Republic of Korea to India (2021-2024), fostering stronger Korea-India relations. Prior to this, he held leadership roles such as Ambassador for Public Diplomacy, Deputy Minister for Protocol Affairs (Chief of Protocol), and Ambassador to the Organisation Internationale de la Francophonie (OIF). His extensive diplomatic career also includes postings at UNESCO and the United Nations, as well as embassies in Switzerland, France, Italy, and Ghana, reflecting his broad expertise in multilateral cooperation and diplomacy. | Jae-Bok Chang Chief Executive Officer |

CEO Chang’s academic background reflects this global perspective. A graduate of Seoul National University in French Language and Literature, he pursued advanced studies in international administration and relations at prestigious institutions in Paris and the United States. Multilingual and culturally fluent, he has long believed in the power of dialogue to bridge even the most formidable divides.
At CityNet, CEO Chang aims to leverage his extensive experience in global urban and diplomatic affairs to foster collaboration among cities. In an era where urban challenges require cooperative and innovative solutions, he envisions his role as a connector—building bridges between cities to share knowledge, resources, and best practices for sustainable urban development.
