PEARL
The Peer Experience and Reflective Learning (PEARL) network was launched by the Ministry of Urban Development, Government of India in January 2007 under JNNURM. The project aimed to create manageable networks for knowledge sharing and cross-learning among JNNURM cities and make them more liveable, economically vibrant and environmentally sustainable.
The Cities Alliance (CA) Knowledge Support for PEARL Program under JNNURM was initiated in 2010. This built on the Ministry of Urban Development initiative and contributed to making PEARL an effective learning and knowledge-sharing platform. Strategies adopted under the CA Knowledge Support facilitated horizontal learning, assessing knowledge needs in city networks, developing customised knowledge products through research and action projects. Moreover, the support helped to plug PEARL into other city/knowledge sharing networks (both national and international).
The key objective of the PEARL program is to enhance knowledge exchange and cross learning between cities.
COMPONENTS
Knowledge Network Support Unit
The Cities Alliance supported Knowledge Support for PEARL was initiated in the year 2010 to strengthen the horizontal learning network through strategic support in terms of accessing knowledge needs of cities, provide inputs in designing knowledge exchange initiatives in terms of concept notes, program briefs, etc, and finally, plugging PEARL to other national and international knowledge exchange networks to access their expertise in knowledge sharing and exchange.
Capacity Building
The PEARL program focuses on building capacities of the cities in the network through activities such as:

• National and international workshops
• Group workshops
• e-Learning
• Training
• Internship
Knowledge Dissemination
Knowledge dissemination, a key PEARL objective is carried out through the creation of various knowledge products and solutions. Documentation of city-wise urban initiatives, national good practices, global good practices, film, research studies and bi-annual newsletters form a knowledge repository while participatory exercises like monthly dialogue series and a regularly updated web portal by a dedicated web development support unit, strengthen the network through sustained interaction.
